Wolfgang Palm has released PPG Phonem for iPad – a software synthesizer designed for expressive vocal synthesis – for US $19.99.
You can use a built-in text-to-speech tool to make Phonem say anything you like. And an advance routing system lets you tweak and control every aspect of the synthesized voice.

I’m really loving Phonem! It’s very unique & the mod matrix is fun to program once you get used to it 🙂 keep it up Wolfgang! 🙂
Although the answer to my question should be obvious, it isn’t clearly stated or demoed: does this app take input from voice via a mic, making it available for filtering, etc.? Or am I confusing it with a vocal studio type of app?
